The Kafue Gorge Lower (KGL) Hydropower Station Project has been completed.
下凯富峡水电站项目建成了。
The KGL project has always received high attention from the two heads of state. 5 generators running 7/24, a total installed capacity of 750+12 MW, 3 power lines each carrying 330 KV, and 4.732 billion kWh power generation so far. All the above figures make the KGL a flagship project of China-Zambia “Belt and Road” construction cooperation and the largest infrastructure project in Zambia in the past 40 years. It has become another monument of China-Zambia cooperation.
这是两国元首亲自关心的项目。5台发电机组全天满负荷工作、750+12兆瓦总装机容量、3条330KV输电线路、截至目前47.32亿度的发电量。这些数字让它成为中赞“一带一路”建设合作的旗舰项目和40年来赞最大的基建项目，成为中赞合作的又一座丰碑。
The KGL project has practical significance in providing a solid guarantee for power supply in Zambia and even southern African countries. It also has a demonstration effect on how the international community can support Zambia’s local economic development and improvement of people’s livelihood in the future. The success of the KGL project is not just a matter of chance. It embodies the spirit of China-Africa friendly cooperation proposed by President Xi Jinping, and also demonstrates that China and Zambia have always defended the purposes and principles of the UN Charter.
下凯项目具有为赞比亚乃至南部非洲国家的电力供应提供坚实保障的现实意义，更为今后国际社会如何支持赞比亚当地经济发展和民生改善提供了经典案例。下凯项目的成功并非偶然，它体现了习近平主席提出的中非友好合作精神，也彰显了中赞一贯捍卫联合国宪章宗旨和原则。
1. Sincere friendship and equality. The KGL project is constructed at the request of the Zambian side. During the construction, China and Zambia treated each other as equals and resolved various difficulties through mutual consultation. This fully demonstrates China’s adherence to the purpose of “respect for the principle of equal rights and self-determination of peoples” and “promoting international cooperation” in the UN Charter. The decision-makers of the two countries have deep mutual trust and high coordination. The builders of the two countries have united and fought side by side. During the period of construction, a friendship firm and long-lasting as the TAZARA Railway has been established.
真诚友好、平等相待。项目是中方应赞方所请建设。修建过程中，中赞双方平等相待，有商有量，协商解决各种困难。这充分体现了中国对联合国宪章中“尊重人民平等权利、促成国际合作”宗旨的遵循。两国决策者深度互信、高度协同，两国建设者团结一心、并肩战斗，在此期间建立了坦赞铁路般坚定、绵长的情谊。
2. Win-win for mutual benefit and common development. The original intention of China-Zambia relationship is that the “poor brothers” of developing countries help each other and achieve common development through mutual benefit and win-win cooperation. The construction of the KGL project has accumulated local purchases of 2.13 billion Kwachas and also contributed 230 million Kwachas to Zambia’s tax revenue. The constructor Sinohydro Corporation is also actively fulfilling its social responsibilities, supporting the development of local education, medical care, and social welfare in Zambia by co-organizing training school, building wells, roads and bridges for surrounding communities. The purpose of promoting “economic and social progress and development” in the UN Charter has been fulfilled with practical actions.
互利共赢、共同发展。中赞关系初心是发展中国家“穷兄弟”间互相帮助，通过互利共赢，实现共同发展。项目建设累计本地采购21.33亿克瓦查，对赞税收贡献2.3亿克瓦查。下凯项目积极履行社会责任，通过合办培训学校、为周边社区建设水井、修路铺桥等，支持赞地方教育、医疗、社会福利事业发展，用实际行动践行了联合国宪章中“促进经济与社会发展”的宗旨。
3. Fairness and justice. The KGL project has encountered both natural disasters and groundless accusations from unfriendly countries. China has always insisted on standing in friends’ shoes. The Sinohydro provided funds on its own. The builders of both sides united as one and faced up to difficulties. The hard work of the builders is to achieve the goal of “enhancing human well-being” in the UN Charter, to maintain fairness and justice in developing countries, and to jointly solve the development deficit.
主持公道、捍卫正义。下凯项目建设过程中既遇到过天灾，也受到过不友好国家的无端指责。中方始终坚持“急朋友之所急”，中水电自行垫资，双方建设者迎难而上。建设者们的辛勤劳动就是在实现联合国宪章中“增进人类福祉”的目标，就是在维护发展中国家的公平正义，共同破解发展赤字。
4. Progress with the times, openness and inclusiveness. Green development is the current trend. China-Zambia cooperation does not exclude third parties. Zambia, as well as Africa, should be a big stage for cooperation between countries, not an arena. The successful completion of the KGL project has provided inexhaustible power for the development of Zambia, provided impetus for the friendly cooperation between China and Zambia, and also provided power for the development of neighboring countries, which fully reflects the openness and inclusiveness of China-Zambia cooperation. China is willing to continue to open its arms and welcomes cooperation with Zambia in various ways to achieve common development and prosperity.
顺应时势、开放包容。绿色发展是当今潮流，中赞合作不排斥第三方，赞与非洲应当是各国对非合作大舞台，而非竞技场。下凯项目顺利竣工为赞国家发展提供不竭电力，为中赞友好合作提供动力，也为周边国家发展提供电力，充分体现了中赞合作开放包容的特质。中方愿继续敞开怀抱，欢迎以各种方式与赞携手合作，实现共同发展和繁荣。
