On June 17, 2020, the Extraordinary China-Africa Summit on Solidarity Against COVID-19 was successfully held. This is a special gathering between Chinese and African leaders to discuss the joint response to COVID-19 and further China-Africa friendship and cooperation, against the backdrop of the ongoing ravages of COVID-19 and a growing number of infection cases reported in Africa. Chinese President Xi Jinping presided over the summit and delivered a keynote speech, proposing an array of important initiatives and proposals that chart the course for fighting the COVID-19 together, enhancing China-Africa cooperation, upholding multilateralism and taking China-Africa friendship forward and demonstrate China’s responsibility and proactivity as a major country. The summit further expands consensus between China and Africa about pursuing development through greater solidarity and cooperation. The Joint Statement of the Extraordinary China-Africa Summit on Solidarity Against COVID-19 released at the summit will undoubtedly be the action agenda for the development of China-Africa relations under new circumstances.
2020年6月17日，中非团结抗疫特别峰会成功举行。这是在全球疫情依然严峻、非洲疫情持续上升形势下，中非领导人共商团结抗疫与友好合作大计的一次特殊聚会。中国国家主席习近平主持峰会并发表主旨讲话，提出一系列重要倡议和主张，为中非携手抗疫、推进合作、践行多边主义、发展中非关系指明了方向，彰显了中国负责任大国担当和积极作为。峰会进一步凝聚中非团结合作发展共识，会议发表的《中非团结抗疫特别峰会联合声明》，必将成为新形势下发展中非关系的行动纲领。
Pull together to fight the virus for the benefit of health and safety of all. Public health issues are vital to global peace and security and the well-being of people around the world. The global fight against the COVID-19 must give top priority to the public health systems in Africa that are extremely vulnerable to the ravages of this virus. President Xi underscored that “we must stay committed to fighting COVID-19 together”. China and Africa have offered mutual support and fought shoulder to shoulder in their battles against the disease, setting a prime example for international cooperation in epidemic response. The African side speaks highly of Chinese government’s decisive measures to contain the spread of the virus that brought precious time for the rest of the world, and expresses appreciation for China’s substantial assistance for Africa’s fight against COVID-19 and commitment to China-Africa solidarity against COVID-19. China commends the solidarity and support extended by African countries, the African Union (AU) and other regional organizations for China’s COVID-19 response. African brothers offered China valuable support at the height of its battle with coronavirus. In return, when Africa was struck by the virus, China was the first to rush in with assistance, despite its own pressure of prevention at home. China has provided tremendous medical supplies in a timely manner, sent medical expert groups to share diagnosis and treatment know-how without reservation, and facilitated Africa’s procurement of medical supplies in China. African countries highly commend the new measures China announced at the 73rd World Health Assembly (WHA) to support COVID-19 response in developing countries including those on the African continent. At the extraordinary summit, President Xi pledged to accelerate following through on these new measures, stating that China will start ahead of schedule the construction of the Africa CDC headquarters this year, and once the development and deployment of COVID-19 vaccine is completed in China, African countries will be among the first to benefit. China and Africa call for intensified international cooperation, unity, solidarity and joint efforts to contain and mitigate the pandemic and to pay particular attention to the needs of people in vulnerable situations. Additionally, both sides call on the international community to reject misinformation and disinformation, and strengthen cooperation on the research and development of diagnostics, therapeutics, medicines and vaccines and the identification of the zoonotic source of the virus.
携手抗击疫情维护共同健康安全。公共卫生问题攸关全球和平安全与各国人民福祉。非洲的公共卫生体系在新冠病毒面前尤为脆弱，是国际抗疫斗争的重中之重。习主席强调，“我们要坚定不移携手抗击疫情。”中非双方在疫情防控中相互支持，并肩战斗，树立了国际合作抗疫的典范。非方高度评价中国政府采取坚决果断措施阻遏疫情蔓延，为全球抗疫赢得宝贵时间，赞赏中方大力驰援非洲抗击疫情，积极致力于推进中非团结抗疫。中方感谢非洲国家和非洲联盟等地区组织对中方抗疫行动给予声援和支持。在中国抗疫最艰难的时刻，非洲兄弟送来宝贵支持。非洲出现疫情后，在自身面临抗疫压力的情况下，中国率先驰援非洲兄弟，及时提供大量医疗物资援助，派遣医疗专家组，毫无保留开展诊疗技术交流，协助非方来华采购抗疫物资。非洲国家高度赞赏中方在第73届世界卫生大会上宣布的支持包括非洲国家在内的发展中国家的抗疫新举措。此次特别峰会上，习主席进一步提出加快落实上述举措，提前于年内开工建设非洲疾控中心总部，并承诺新冠疫苗研发完成并投入使用后，率先惠及非洲人民。中非双方并呼吁国际社会加强团结合作，共同遏制和缓解疫情，重视脆弱人群需求。呼吁共同打击错误和虚假信息，在研发诊断工具、诊疗方法、药物及疫苗、病毒动物源头等领域加强合作。
Boost China-Africa cooperation in pursuit of common development. Both China and Africa face the formidable task of combating the virus while stabilizing the economy and protecting people’s livelihoods. President Xi highlighted that “we must stay committed to enhancing China-Africa cooperation”. To minimize the fallout and cushion the impact of COVID-19, both sides have agreed to strengthen Belt and Road cooperation, accelerate the follow-ups to the FOCAC Beijing Summit, give priority to cooperation on public health, economic reopening, and improvement of people’s livelihood, and deepen cooperation on trade, interconnectivity and digital economy. China and Africa also commit to enhancing macroeconomic coordination and jointly keeping global industrial and supply chains stable and unclogged. Furthermore, both sides call on the international community to provide more material, technical, financial and humanitarian support to help African countries overcome the impact of COVID-19 and achieve independent and sustainable development, and to support Africa in implementing its “Silencing the Guns” campaign, urge for an early lifting of economic sanctions on Zimbabwe and Sudan, and support Africa in prevailing against the coronavirus at an early date and pursuing faster development. China pledges to support Africa in its efforts to develop the African Continental Free Trade Area and to enhance connectivity and strengthen industrial and supply chains. China will explore broader cooperation with Africa in such new business forms as digital economy, smart city, clean energy, and 5G to boost Africa’s development and revitalization.
推进中非合作致力共同发展。抗疫情、稳经济、保民生是中非当前共同面临的艰巨任务。习主席强调，“我们要坚定不移推进中非合作。”为最大限度降低疫情的负面影响，克服疫情带来的冲击，中非双方同意加强共建“一带一路”合作，落实中非合作论坛北京峰会成果，聚焦健康卫生、复工复产、改善民生等领域，深化贸易、互联互通、数字经济等合作。双方还承诺加强宏观经济政策协调，共同维护全球产业链供应链稳定畅通。呼吁国际社会向非洲国家提供更多物资、技术、资金和人道支持，帮助非方克服疫情影响、实现自主可持续发展。呼吁国际社会支持非洲落实“消弭枪声倡议”，敦促尽快解除对津巴布韦和苏丹的经济制裁，支持非洲尽早战胜疫情和加快发展。中方承诺支持非洲大陆自由贸易区建设，支持非洲加强互联互通和保障产业链供应链建设，愿同非方一道，共同拓展数字经济、智慧城市、清洁能源、5G等新业态合作，促进非洲发展振兴。
Uphold multilateralism in defense of joint mechanisms. Leaders of African countries, including members of the AU Assembly of Heads of State and Government and rotating chairs of major African sub-regional organizations, attended the summit. And the heads of international and regional organizations, like the United Nations (UN), the World Health Organization (WHO) and the AU were also invited to the summit. This proves the conviction and determination of the sides concerned to carry forward multilateralism and defend international equity and justice. President Xi stressed that “we must stay committed to upholding multilateralism”. China and Africa reaffirm their commitment to supporting multilateralism, opposing unilateralism, safeguarding the UN-centered international system, and defending international equity and justice. The two sides commend the UN Secretary-General for his leadership and support for the WHO and support his call for a united response to COVID-19. They also highly commend and actively support WHO’s role, under the stewardship of Director-General Dr. Tedros, in leading and coordinating the global response to COVID-19, reiterate opposition to the politicization and stigmatization of the virus, and call on the international community to jointly prevent discrimination and stigma. China will work with African countries to uphold the UN-centered global governance system and support WHO in making greater contribution to the global COVID-19 response.
践行多边主义捍卫共同机制。出席此次峰会的非方领导人涵盖了非盟峰会主席团成员国和非洲重要次区域组织轮值主席国，联合国、世卫组织和非盟等国际、地区组织负责人也应邀出席，表明了各方坚定弘扬多边主义、捍卫国际公平正义的信念和决心。习主席强调，“我们要坚定不移践行多边主义。”中非双方重申坚定支持多边主义，反对单边主义，维护以联合国为核心的国际体系，捍卫国际公平正义。双方赞赏联合国秘书长的领导力及其对世界卫生组织抗疫行动的支持，支持联合国秘书长团结抗疫倡议，高度评价和积极支持世界卫生组织在谭德塞总干事带领下为世界各国应对疫情发挥引领和协调作用，重申反对将疫情政治化、病毒标签化，呼吁国际社会共同防止歧视、污名化作法。中方愿同非方一道，维护以联合国为核心的全球治理体系，支持世卫组织为全球抗疫作出更大贡献。
Cement friendship and mutual trust for the sake of common interests. The world is undergoing profound changes unseen in a century. Given the new opportunities and challenges we face, closer cooperation between China and Africa is needed, more than ever. President Xi emphasized that “we must stay committed to taking China-Africa friendship forward”. Both sides will remain committed to extending mutual support on issues regarding each other’s core interests and major concerns. China supports African countries in exploring development paths suited to their national conditions and opposes interference in Africa’s internal affairs by external forces. The African side supports China’s position on Taiwan and Hong Kong, and supports China’s efforts to safeguard national security in Hong Kong in accordance with law. Chairperson of the AU Commission Moussa Faki Mahamat once remarked that “in pursuit of comprehensive strategic and cooperative partnership, African countries and China are friends, and more importantly, comrades-in-arms, with their future tied together”. China will work together with African countries to consolidate friendship and mutual trust, support each other on issues involving respective core interests, and advance the fundamental interests of China and Africa and, for that matter, of all developing countries. This way, the China-Africa comprehensive strategic and cooperative partnership will be taken to a greater height.
夯实友好互信维护共同利益。当今世界正经历百年未有之大变局。面对新的机遇和挑战，中非比以往任何时候都更加需要加强合作、共克时艰。习主席强调，“我们要坚定不移推进中非友好。”中非双方承诺继续在涉及彼此核心利益和重大关切问题上相互支持。中方支持非洲国家探索符合自身国情的发展道路，反对外部势力干涉非洲内部事务；非方支持中方在台湾、香港问题上的立场，支持中方在香港依法维护国家安全的努力。非盟委员会主席法基曾说：“非洲国家和中国是全面战略合作伙伴，双方既是朋友，更是战友，彼此命运紧密相连”。中方愿与非洲各国夯实友好互信，在涉及彼此核心利益问题上相互支持，共同维护中非和发展中国家根本利益，推进中非全面战略合作伙伴关系高水平发展。
The Extraordinary China-Africa Summit on Solidarity Against COVID-19 marks a vivid illustration of the commitment to collaboratively building a China-Africa community of health and an even stronger China-Africa community with a shared future. China and Africa have reached a consensus about defeating COVID-19 through greater solidarity and cooperation, jointly safeguarding global public health security, and building a community of health for all and an even closer China-Africa community with a shared future. As noted by President Xi, “at the FOCAC Beijing Summit, we agreed to work together to build an even stronger China-Africa community with a shared future. Today’s Extraordinary China-Africa Summit on Solidarity against COVID-19 is our concrete step to deliver the commitment we made at the Beijing Summit and to do our part in the international cooperation against COVID-19”. Both sides are convinced that through their unremitting efforts, friendship between Chinese and African people and China-Africa comprehensive and strategic partnership will surely be further strengthened in the collective fight against the virus, and China and Africa will blaze a new trail for and contribute to building a community of a shared future for mankind.
中非团结抗疫特别峰会是推进共建中非卫生健康共同体和更加紧密的中非命运共同体的生动实践。中非双方一致同意加强团结合作、携手战胜疫情，共同致力于维护全球公共卫生安全，承诺共同构建人类卫生健康共同体和更加紧密的中非命运共同体。正如习近平主席所说，我们在中非合作论坛北京峰会上一致决定构建更加紧密的中非命运共同体。今天我们召开团结抗疫特别峰会，就是用实际行动践行北京峰会承诺，也是为国际抗疫合作贡献力量。我们坚信，通过中非双方的不懈努力，中非人民的友谊必将在并肩战“疫”中得到进一步升华，中非全面战略合作伙伴关系必将在携手“战”疫中得到进一步提高，中非双方必将为人类共建命运共同体开辟新路径，做出新贡献。
