Remarks by H.E. Mr. DAI Bing at Security Council Open VTC on UNSMIL and Libya Sanctions

主席先生,

Mr. President,

 

我祝贺尼日尔担任安理会9月轮值主席，也感谢印度尼西亚为担任8月主席作出的巨大努力。我也感谢威廉姆斯代理特别代表和索特大使的通报，欢迎埃尔索尼大使出席此次会议。

I congratulate Niger on the assumption of Security Council Presidency for the month of September. China will fully support your work this month. I also wish to commend Indonesia for the tireless efforts and professional guidance during the Presidency in August. I would like to thank the Acting Special Representative Ms. Williams and Ambassador Sautter for their briefings. I welcome Ambassador Elsonni to this meeting.

 

中方同意联合国秘书长报告和代理特别代表的分析，利比亚当前局势依然复杂、脆弱。锡尔特和朱夫拉地区形势紧张，难移民问题严重，人道主义形势严峻。除了战乱冲突，利比亚人民还深受新冠肺炎疫情影响。国际社会要加大协调，支持利比亚各方为实现国家长治久安和可持续发展共同努力。我愿谈以下五点：

Secretary-General’s report and Ms. Williams have made clear, and China agrees, that the current situation in Libya is complex and fragile. We see worrying tensions in Sirte and Jufra, serious problem of refugees and migrants, and a dire humanitarian situation. What’s worse, the Libyan people are suffering the impact of COVID-19. The international community should strengthen coordination to support all parties in Libya in achieving lasting peace and sustainable development. Let me elaborate on the following five points:

 

第一，中方欢迎利比亚民族团结政府和国民代表大会8月21日发表声明呼吁停火。军事手段没有出路，实现停火是和平进程的第一步。当前面临一个难得的机会之窗。利比亚冲突各方应切实落实停火倡议，立即停止敌对行动，尽快在“5+5”联合军事委员会框架下恢复对话，达成永久停火协议。中方欢迎一切有利于实现利比亚持久停火和响应秘书长“全球停火”倡议的努力。

First, China welcomes the August 21 statements calling for a ceasefire respectively by the Government of National Accord and the House of Representatives. There is no way out through the military option, and there must be a ceasefire as the first step towards peace. We now have a rare window of opportunity. All parties to the Libyan conflict should effectively implement ceasefire, immediately halt hostilities, resume dialogue within the framework of the “5+5” Joint Military Committee, and reach a permanent ceasefire agreement. China welcomes all efforts conducive to lasting ceasefire in Libya and positive response to Secretary-General’s Appeal for a Global Ceasefire.

 

第二，国际社会应尊重利比亚主权、独立和领土完整，坚持在联合国框架下推进“利人主导、利人所有”的政治进程，切实落实柏林峰会成果和安理会相关决议，尽快推进落实联合国利比亚支助团“三轨方案”。非盟和阿盟近期多次讨论利问题，为调解各方矛盾发挥独特作用，中方对此表示赞赏。有关国家应积极运用各自影响，发挥建设性作用，推动冲突双方增进互信，坚持政治解决。

Second, the international community should respect the sovereignty, independence, and territorial integrity of Libya, stay committed to the Libyan-led and Libyan-owned political process under the UN framework, and effectively implement the outcomes of the Berlin Summit and relevant Security Council resolutions, and promote the implementation of UNSMIL’s three-track solution. We appreciate recent discussions on Libya by the African Union and the League of Arab States and their unique role in mediating disputes among the parties. Relevant countries should use their own influence and play constructive role in encouraging the parties to increase mutual trust and adhere to political settlement.

 

第三，中方支持联利支助团工作，原则支持根据秘书长建议对联利支助团授权延期12个月。当前形势下，联利支助团应重点推动冲突方实现停火，动员国际社会帮助利比亚人民应对疫情，同时加大努力，协助利比亚就国家重建和经济改革作出务实可行的规划，为实现经济社会可持续发展打下基础。秘书长特别代表已空缺半年，中方呼吁尽快任命新的秘书长特别代表。

Third, China supports the work of UNSMIL, and we in principle support extending its mandate for 12 months as recommended by the Secretary-General. Under the current circumstances, UNSMIL should focus on promoting a ceasefire among the parties to the conflict, mobilize the international community to help the Libyan people cope with the pandemic, and step up its efforts to assist Libya in making practical and feasible plans for national reconstruction and economic reform, so as to lay a foundation for sustainable socio-economic development. The position of SRSG has been vacant for six months. China calls for appointment of a new SRSG as early as possible.

 

第四，中方一贯认为，制裁不是目的，而是手段，应始终服务于有关问题的政治解决。各国应切实落实安理会决议，避免介入利比亚军事冲突和干涉利比亚内政，并严格执行对利比亚的武器禁运。同时，特别是在新冠肺炎疫情期间，应注意制裁对利比亚平民和第三国产生负面影响，不损害利比亚人民正常生活和人道需求。制裁委及其专家小组应严格根据安理会授权客观、公正履职，为推进利比亚政治进程发挥积极作用。

Fourth, it is China’s consistent position that sanction is a means, not the end. Sanctions regime should always serve the political settlement. We call on all member states to earnestly implement the Security Council resolutions, avoid military involvement in the Libyan conflict and interference in Libya’s internal affairs, and strictly abide the arms embargo. Meanwhile, attention should be paid to the negative impact of sanctions on Libyan civilians and third States. Sanctions should not harm the normal life and humanitarian needs of the Libyan people, especially during the COVID-19 pandemic. The Sanctions Committee and its Panel of Experts should act objectively and impartially in strict accordance with the mandate, and play a positive role in advancing the Libyan political process.

 

第五，利比亚境内和周边恐怖主义威胁地区安全稳定，对萨赫勒和乍得湖盆地地区造成严重外溢影响。国际社会要保持高度警惕，坚决打击一切形式的恐怖主义，特别是防范外国恐怖作战分子跨境流动，不能让利比亚成为地区恐怖主义活动的温床。

Fifth, terrorism in and around Libya continues to threaten regional security and stability, and causes serious spillovers in the Sahel and the Lake Chad Basin. The international community must stay highly vigilant on this trend, and combat terrorism in all its forms across Libya, in particular guard against the cross-border movement of foreign terrorist fighters. Libya must not be allowed to be the hotbed of regional terrorism.

 

中方愿同国际社会一道，积极推动利比亚政治进程，支持利比亚早日实现和平、稳定与发展。

China is ready to work with the international community to actively promote the political process in Libya and support its early realization of peace, stability and development.
