Remarks by Ambassador Dai Bing at Security Council Briefing on the Situation in Mali

主席先生，

Mr. President,

我感谢安纳迪夫特别代表所作通报。结合秘书长报告，我愿强调以下几点：

I thank Special Representative Annadif for his briefing, based on which and in connection with the SG’s report, I wish to emphasize the following.

一是马里过渡进程总体顺利推进，在组建过渡政府和全国过渡委员会，落实《和平与和解协议》等方面取得积极进展。马里各方要以国家和人民利益为重，把握好这一关键时期，在国家机构组成、选举筹备等关键问题上凝聚共识，为明年大选和长远发展奠定良好基础。同时要履行承诺，继续落实好《和平与和解协议》，加快武装部队改制和重新部署，推动北部发展区等问题。非盟和西共体在化解马里危机、推进过渡进程方面发挥了引领作用。联合国和国际伙伴应同区域和次区域组织加强协调，形成合力，共同维护马里和平稳定。

First, the transition process in Mali is in general moving forward smoothly with good progress made in establishing the transitional government and National Transitional Council, and implementing the peace and reconciliation agreement, among others. All parties in the country must put the interests of the nation and its people first, seize the opportunity of this crucial stage, forge consensus on institution building and election preparation, with a view to laying a solid foundation for the general election next year, as well as development in the long run. At the same time, it is important to honor the commitments made, implement the peace and reconciliation agreement in earnest, speed up reconfiguration and deployment of armed forces, promote the development zone in the north, to name a few. The AU and ECOWAS have played a leading role in defusing the crisis in Mali and promoting the transitional process. The UN and international partners must strengthen coordination with regional and sub regional organizations and work in synergy to jointly maintain peace and stability in Mali.

第二，持续推进反恐行动。萨赫勒五国集团（G5）联合部队在马反恐行动取得一些进展。同时恐怖极端势力仍盘踞在马北部、中部地区，频繁发动袭击。反恐工作不容松懈。中方支持联马团根据授权为萨赫勒五国联合部队提供支持，支持马里过渡政府继续积极参与萨赫勒五国集团反恐行动。联马团去年多次遭遇恐怖袭击，中方强烈谴责袭击事件，要求立即展开调查，把凶手绳之以法。同时要切实落实好安理会第2518号决议，加强对联合国维和部队安保措施，切实维护维和人员安全。

Second, it is imperative to continue the counterterrorism work. The G5 Sahel joint forces have made some achievements in combating terrorism in the country. However, terrorist and extremist forces are still rampant in northern and central Mali, and have been launching frequent attacks. There shall be no complacency in combating terrorism. China supports MINUSMA in assisting the G5 Sahel join forces as mandated and support the continued and active participation of Malian transitional government in counterterrorism efforts by G5 Sahel. MINUSMA suffered from multiple terrorist attacks last year, which China has strongly condemned and for which China has asked for immediate investigation to bring perpetrators to justice. Council resolution 2518 must be fully implemented to beef up security measures for UN peacekeeping forces and protect the safety of peacekeepers.

第三，努力消除动荡根源。马里面临政治动荡、粮食短缺等多重挑战，新冠肺炎疫情进一步加剧经济困难，马国内60多万人无法返回家园，300万人需要紧急粮食救援。马里过渡政府要担负自身责任，在安全、发展等领域加大投入，努力恢复经济，推进可持续发展，为民众提供基本生活保障和安全保障。秘书长日前任命萨赫勒发展问题特别协调员。中方期待特别协调员发挥积极作用，同联合国相关机构及国际伙伴一道，协调推进地区安全、人道和发展等方面行动，提供更多资金技术支持，切实促进马里及地区可持续发展，消除动荡根源。

Third, root causes of turbulence must be eradicated. Mali is facing such challenges as political instability and shortage of food. The COVID-19 pandemic has made the economic situation in the country even worse, with over 600,000 people unable to return home and over 3 million people in urgent need of food assistance. The Malian transitional government must shoulder its responsibility, increase input in security development and other areas, restore economic activities and promote sustainable development, with a view to providing basic livelihood and security guarantee for its population. SG has recently appointed the Special Coordinator for development in the Sahel, who we hope will play an active role and work together with relevant UN agencies and international partners to promote regional security, humanitarian assistance and development in a coherent manner, provide more financial and technical support to effectively facilitate sustainable development in Mali and the region at large, and eliminate the root causes for instability.

长期以来，中方坚定支持马里经济社会发展，疫情以来向马提供多批抗疫物资、紧急粮食援助，近期向马派出第27批医疗队。中方克服疫情困难成功实施援马里职业培训中心、卡巴拉大学城等项目。中国积极落实向非盟提供1亿美元无偿军事援助，通过多双边渠道向萨赫勒五国联合部队提供无偿军援。中国—联合国和平发展基金也资助联马团有关合作项目。中方愿同国际社会一道努力，继续为马里和平发展作出贡献。

For a long time, China has been firm in supporting Mali in its socioeconomic development. Since the outbreak of the pandemic, we have provided Mali with multiple shipments of anti-pandemic supplies and emergency food assistance. We have recently dispatched the 27th medical team to the country. Despite the difficulties brought by the pandemic, China has been successful in such assistance projects as a vocational training center and University of Kabala project. China has been implementing its commitment of military aid to the AU worth 100 million US dollars. Through multilateral and bilateral channels, we have provided military assistance to G5 Sahel joint forces. The China-UN Peace and Development Fund has also contributed funds to some of MINUSMA’s cooperation projects. China stands ready to work with the international community to contribute to peace and development in Mali.
