Remarks by Ambassador Geng Shuang at the Security Council VTC on Iraq

主席女士：

Madam President,

 

中方感谢亨尼斯–普拉斯哈特特别代表的通报，欢迎伊拉克常驻代表出席今天的会议。

I thank the Special Representative for her briefing and welcome the Permanent Representative of Iraq to this meeting.

 

当前伊拉克政治进程正处关键阶段，安全环境复杂，经济和人道形势严峻。国际社会应充分尊重伊拉克人民意愿，支持伊政府妥善应对各种内外挑战，维护国家安全稳定，实现经济社会发展。在此方面，我要重申中方对秘书长特别代表和联伊援助团工作的赞赏和支持。

Currently, the political process in Iraq is at a critical stage, coupled with complex security environment and severe economic and humanitarian situation. The international community should fully respect the wishes of the Iraqi people and support the Iraqi government in properly tackling various internal and external challenges, safeguarding national security and stability, and achieving economic and social development. In this regard, I’d like to reiterate our appreciation and support to the SRSG and to UNAMI for their work.

 

结合秘书长报告和特别代表的通报，我愿谈以下几点看法:

In connection with the report of the SG and the briefing of the SRSG, I’d like to make the following observations.

 

第一，国际社会应为伊拉克政治进程与民族和解营造良好氛围。提前举行大选是今年伊拉克国内最重要的政治议程，也是伊过渡转型的重要一步。我们赞赏伊方完善相关立法，积极推进筹备工作，希望大选平稳顺利举行，实现伊拉克人民愿景。为体现对伊方支持，中方本月初向伊最高选举委员会捐赠了一批远程视频会议系统和办公电脑，支持大选筹备工作的开展。

First, the international community should create a favorable atmosphere for Iraq’s political process and national reconciliation. Holding early elections is the most important political agenda of Iraq this year. It is also an important step in Iraq’s transition. We commend Iraq’s finalization of relevant legislation and its active advancement of electoral preparations. We hope the elections will be held smoothly, so as to achieve the vision of the Iraqi people. As a token of support, China donated remote video conferencing systems and office computers to the Independent High Electoral Commission of Iraq at the beginning of this month to support the preparations for the elections.

 

伊方近期再次就选举支助问题致函安理会轮值主席。安理会成员应结合联合国选举支助实践，统筹考虑政治、安全、法律、预算等各方面因素，认真研究讨论伊方请求。

Recently, Iraq once again wrote to the President of the Security Council on election assistance. Members of the Council should, in light of the practice of the UN on electoral assistance, consider political, security, legal and budgetary factors, among others, and carefully study and discuss the request of Iraq.

 

伊国内各方增进团结友爱、实现包容和解、加快融合发展既符合伊人民根本利益，也有利于地区和平稳定。我们支持伊中央政府和库尔德地区政府进一步改善关系，就收入分配、预算划拨等继续沟通对话，共同寻找可持续的解决方案。

Enhancing unity and solidarity among parties in Iraq, achieving inclusiveness and reconciliation, and accelerating integration and development are not only in the fundamental interests of the Iraqi people, but also conducive to regional peace and stability. We support the further improvement of relationship between the federal government and the Kurdistan regional government who should continue their communication and dialogue on revenue sharing and budget allocation in a joint search of sustainable solutions.

 

中方谴责昨天发生在埃尔比勒国际机场附近的火箭弹袭击，反对任何加剧伊国内紧张局势的行为。

China condemns the rocket attack that occurred near Erbil International Airport yesterday, and opposes any actions that aggravate tensions in Iraq.

 

第二，国际社会应支持伊方巩固反恐成果，维护国家安全。中方坚决反对一切形式的恐怖主义，强烈谴责1月21日发生在巴格达的自杀式爆炸袭击。国际社会应继续支持伊拉克应对恐怖主义威胁，打击“伊斯兰国”等恐怖组织残余势力，协助伊方解决好外国恐怖作战分子问题，巩固来之不易的反恐成果。要积极支持伊拉克对恐怖分子追责，充分尊重伊司法主权，避免在反恐问题上实行“双重标准”。

Second, the international community should support Iraq in consolidating its counterterrorism achievements and safeguarding national security. China resolutely opposes all forms of terrorism, strongly condemns the suicide bombing attack in Baghdad on January 21. The international community should continue to support Iraq in dealing with the threat of terrorism and cracking down on the remnants of terrorist organizations such as ISIL. It should assist Iraq in solving the problem of foreign terrorist fighters and consolidating the hard-won achievements in countering terrorism. It is essential to actively support Iraq in holding terrorists accountable, fully respect Iraqi judicial sovereignty, and avoid double standards on counterterrorism issues.

 

中方赞赏伊拉克同地区国家发展互利友好关系。我们赞成古特雷斯秘书长在报告中的意见，有关各方应坚持睦邻友好原则，共同应对跨境挑战，同时切实尊重当事国的领土主权，在伊拉克领土上进行任何军事行动都必须征得伊政府同意。中方欢迎伊拉克和科威特围绕失踪人员和财产问题密切合作，希望有关工作不断取得新的进展。

China commends the development of mutually beneficial and friendly relations between Iraq and the regional countries. We agree with Secretary-General Guterres in his report that all parties concerned should adhere to the principle of good neighborliness and friendship, jointly tackle cross-border challenges and effectively respect territorial sovereignty of the countries concerned. Any military action on Iraqi territory must obtain the consent of the Iraqi Government. China welcomes the close cooperation between Iraq and Kuwait on the issue of missing persons and property and hopes that relevant work will continue to make progress.

 

第三，国际社会应帮助伊拉克抗击疫情，发展经济，改善民生。过去一段时间，国际油价低迷、新冠疫情蔓延等因素交织叠加，给伊拉克重建与发展带来巨大挑战。我们注意到，伊政府正努力加强疫情防控，多措并举稳定经济。国际社会应切实履行承诺，继续向伊拉克提供帮助，支持其重建关键基础设施，促进经济多元化发展，提升公共服务能力，改善流离失所者等弱势群体的处境。

Third, the international community should help Iraq fight the pandemic, develop its economy, and improve people’s livelihood. For a while, low oil prices and the spread of the COVID-19 pandemic have posed daunting challenges to the reconstruction and development of Iraq. We have noticed that the Iraqi Government is making efforts to strengthen the prevention and control of the pandemic and taking multiple measures to stabilize the economy. The international community should actively fulfill its commitments, continue to provide assistance to Iraq, support reconstruction of key infrastructure, promote economic diversification, enhance public service capacity and improve the situation of vulnerable groups including internally displaced persons.

 

多年来，中方通过各种形式的务实合作为伊拉克重建与发展提供有力支持。新冠肺炎疫情暴发后，我们同伊拉克政府和人民坚定站在一起，第一时间派出抗疫专家小组，为伊方培训医护人员，援建核酸检测实验室，捐赠防疫物资。今年1月中方向伊方交付了救护车、发电机等人道援助物资，近期还将向伊方无偿捐助5万剂新冠疫苗。中方将继续同国际社会一道，帮助伊拉克政府和人民应对困难挑战，早日实现和平、稳定与发展。

Over the years, China has provided vigorous support for Iraq’s reconstruction and development through pragmatic cooperation in various forms. Since the outbreak of the COVID-19 pandemic, we have been standing firmly with the Iraqi government and people, and immediately dispatched a team of experts to train medical professionals for Iraq, build a testing laboratory and donated epidemic prevention supplies. In January of this year, humanitarian aid supplies such as ambulances and generators were delivered to Iraq. 50,000 doses of COVID-19 vaccine will be donated to Iraq in the near future. China will continue to work with the international community to help the Iraqi government and people cope with difficulties and challenges and achieve peace, stability and development at an early date.
