Mr. President,

主席先生:

 

I thank the representative of the Secretariat for the briefing.

我感谢秘书处的通报。

 

China takes note of Mr. Inzko’s letter to the Secretary-General on the selection of the next High Representative for Bosnia and Herzegovina. The Dayton Peace Agreement has outlined the role of the Security Council in the appointment of high representatives. In practice, the Security Council endorses the appointment either through a resolution or in the form of a letter from the President, which has become an established practice. This practice should continue to be respected in the appointment of the next high representative.

中方注意到因兹科先生就下任波黑事务高级代表人选问题致秘书长的函。《代顿和平协议》对安理会在高级代表任命问题上的作用有原则规定。实践中,安理会或者通过决议,或者以主席致函的方式对历任高级代表的任命加以认可,已形成惯例。这一惯例在下任高级代表任命过程中应继续得到尊重。

 

The high representative assumes the important responsibilities of supervising the implementation of the Dayton Peace Agreement. His work affects the fundamental interests of Bosnia and Herzegovina and its people, and has an important impact on the situation in the country. On the issue of the appointment of high representative, the international community must take into full account the views of all BiH parties. China takes note of the differences regarding the procedures for the appointment of the next high representative. We encourage all parties concerned to engage in full consultation and find a reasonable and feasible solution, bearing in mind the need to facilitate the discharge of the high representative’s mandate, maintain the authority of the Security Council, and contribute to the maintenance of peace and stability in Bosnia and Herzegovina and the wider Western Balkans region.

高级代表负有监督《代顿和平协议》执行的重要职责,其工作关乎波黑国家和人民根本利益,对波黑局势具有重要影响。国际社会在高级代表任命问题上要充分听取波黑各方的意见。中方注意到有关各方在下任高级代表任命程序问题上存在分歧,鼓励各方就此充分协商,从有利于高级代表履职尽责,有利于维护联合国安理会权威,有利于维护波黑和西巴尔干地区的和平稳定出发,找到合理可行解决办法。

 

In March this year, the parliament of the Republika Srpska adopted a resolution calling for the immediate closure of the office of the high representative. This resolution should be taken seriously. Since the signing of the Dayton Peace Agreement 25 years ago, the situation in Bosnia and Herzegovina has undergone major changes. The international community should reassess the role and mandate of the high representative in order to ensure that this office adapts to the current reality as well as the needs of the people of Bosnia and Herzegovina. At the same time, the rights of all parties in Bosnia and Herzegovina should be protected.

今年3月塞族共和国议会通过决议,要求立即关闭高级代表办公室,这一决议应得到重视。《代顿和平协议》签署25年来,波黑形势已发生重大变化,国际社会应重新评估高级代表作用及其授权,确保适应当前现实和波黑人民需要。与此同时,波黑各方的权利均应得到保障。

China has always respected the sovereignty, independence, unity and territorial integrity of Bosnia and Herzegovina, and respected the choice of the people of BiH for the future of the country. China encourages all parties in Bosnia and Herzegovina to continuously build up political mutual trust, promote national harmony and advance the development of the country. China stands ready to work with other countries to provide continued support and assistance in this regard.

中方一贯尊重波黑的主权、独立、国家统一和领土完整,尊重波黑人民对国家前途的选择。中方鼓励波黑各方继续不断增进政治互信,促进民族和睦,推进国家建设。中方愿继续同各国一道,为此提供支持和帮助。

 

Since its inception, the peace and reconciliation process in Bosnia and Herzegovina has benefited from the attention and assistance of the international community, especially the Secured Council, and it would not have been possible without the sustained support of other countries. We hope that BiH will abide by the purposes and principles of the UN Charter, engage in external relations in a friendly spirit and good faith, truly respect the sovereignty of other countries, and refrain from interfering in other countries’ internal affairs.

一直以来,波黑和平与和解进程得益于国际社会、尤其是安理会的关注和帮助,也离不开各国的长期关心和支持。希望波黑恪守《联合国宪章》宗旨和原则,本着友好与善意对外开展交往,切实尊重其他国家主权,避免干涉他国内政。
