Joint Statement Delivered by H.E. Ambassador Chen Xu on Behalf of a Group of Countries at the Interactive Dialogue on High Commissioner’s Report on Systemic Racism (res.43/1) at the 47th Session of the Human Rights Council

Madam President,
我很荣幸代表一组国家发言。今年是《德班宣言和行动纲领》通过20周年，反对种族主义、种族歧视、排外主义和相关不容忍行为依然任重而道远。我们对少数群体特别是非洲人和非洲人后裔、亚洲人和亚洲人后裔长期受到系统性种族主义、种族歧视和仇恨犯罪危害表示严重关切。我们支持多边人权机构采取行动，标本兼治解决系统性种族主义和结构性种族歧视，清除奴隶制、跨大西洋奴隶贸易、殖民主义和贩卖劳工的历史遗毒。我们欢迎人权高专在此方面向本届会议提交的报告。
I have the honor to speak on behalf of a group of countries. This year marks the 20th anniversary of the Durban Declaration and Programme of Action, yet the fight against racism, racial discrimination, xenophobia, and related intolerance remains a long and arduous task. We are gravely concerned that minorities, in particular Africans and people of African descent, Asians and people of Asian descent have long been suffering from systemic racism, racial discrimination and hate crime. We support multilateral human rights bodies to treat both symptoms and root causes of systemic racism and structural racial discrimination, and eliminate legacies of slavery, transatlantic slave trade, colonialism and labor trafficking. In this regard, we welcome the High Commissioner’s report to the Human Rights Council.
我们尤其关切新冠肺炎疫情期间，一些政治和公众人物发表种族主义言论，煽动暴力、种族歧视、仇外心理和伊斯兰恐惧症，导致针对非洲人和非洲人后裔、亚洲人和亚洲人后裔，特别是妇女、儿童的歧视和仇恨犯罪急剧增多。我们呼吁加大努力打击针对亚洲人和亚洲人后裔的种族歧视和仇恨犯罪，敦促政治和公众人物停止发表种族主义言论，充分保障亚洲人和亚洲人后裔权利。我们呼吁多边人权机构密切关注上述问题，并考虑采取适当行动。
We are particularly concerned that during the COVID-19 pandemic, some political and public figures made racist remarks, inciting violence, racial discrimination, xenophobia and islamophobia, and leading to a surge of discrimination and hate crime against Africans and people of African descent and Asians and people of Asian descent, especially women and children. We call for greater efforts to combat racial discrimination and hate crime against Asians and people of Asian descent, to urge political and public figures to stop racist remarks, and to fully guarantee the rights of Asians and people of Asian descent. We also call on multilateral human rights mechanisms to pay close attention to the above-mentioned issues and consider proper actions.
