今天美国常驻日内瓦代表团发表的声明丝毫不让人奇怪。贼喊捉贼、倒打一耙是美国的一贯伎俩，自我中心、自以为是、对别国颐指气使是美国的一贯做派。我们只是诧异，在美国种种人权恶行昭然若揭、世人皆知的今天，美国居然还有脸面充当说教者，丝毫没有意识到自己已经成为全世界的笑柄。
The statement of the U.S. Mission today comes as no surprise. For the United States, being the thief crying “stop thief” is a role it has got so used to play, and being self-centered and righteous and bossing other countries around is imbedded in its genes. What truly surprises us is that at a time when alarming human rights violations in the United States are there for everyone to see, it still has the courage to play human rights preacher, with no idea that it has already become the laughingstock of the world.
美国在国内外犯下的侵犯人权罪行罄竹难书。在美国内，种族主义和种族歧视大行其道，少数群体包括非洲裔、亚洲裔、穆斯林长期饱受歧视和伤害。美国在历史上实行罪恶的奴隶制，对印第安人进行惨绝人寰的屠杀。美国内枪支泛滥、警察暴力令人发指。新冠肺炎疫情以来，美国漠视生命权、健康权，抗疫措施不力，迄已导致3400多万人感染、60多万人死亡。美社会不平等根深蒂固，4000多万人在贫困中挣扎，其处境在疫情期间更是雪上加霜。美长期任意监禁无辜移民，强迫移民儿童与其父母分离，往往造成家庭破裂，给移民儿童造成终生伤害。
The list of human rights crimes committed by the United States at home and abroad is too long to draw. In the United States, racism and racial discrimination prevail. For too long, minorities, including people of African descent, people of Asian descent and Muslims, have been subjected to discrimination and abuse. It practiced evil slavery and carried out horrific massacres of American Indians in history. Guns are out of control and police violence is appalling. Since the COVID-19 pandemic broke out, the United States has disregarded people’s right to life and right to health, and failed to take effective measures against the pandemic. More than 34 million people have been infected and more than 600,000 lost their life. Inequality is deeply rooted in the U.S. where over 40 million people are struggling in poverty, and their situation is further exacerbated by the pandemic. The United States has put innocent migrants in arbitrary detention for excessively long period of time and forcibly separated migrant children from their parents. This act has far too often caused family breakdowns and brought lifelong trauma to migrant children.
在国际上，美国打着“民主”“人权”旗号，凭借谎言和虚假信息，肆意干涉别国内政，频繁进行霸凌胁迫，企图将自身意志强加于人，对“不听话”国家动辄实施单边强制措施，甚至发动战争，造成别国大量平民伤亡、流离失所，大量民居、城市沦为废墟。美海外军人肆意杀害、强奸别国平民，犯下严重战争罪行。美国的单边强制措施造成众多发展中国家经济社会发展受阻，民生艰难。在疫情期间，美仍不取消单边强制措施，毫无人性可言。近年来，单边强制措施更成为美为维护自身垄断地位而打压别国企业、遏制别国发展的工具。
The United States, under the pretext of democracy and human rights, used lies and disinformation to interfere in other countries’ internal affairs and frequently bullied and coerced others in an attempt to impose its own will on these countries. To those countries that defied its coercion, it imposed unilateral coercive measures or even waged wars against them, causing enormous civilian casualties and displacement, and tearing countless houses and cities down to rubble. The U.S. overseas military personnel arbitrarily killed and raped civilians of other countries, committing serious war crimes. The unilateral coercive measures imposed by the United States have impeded economic and social development in many developing countries where the people are struggling for survival. The refusal of the United States to lift unilateral coercive measures during the pandemic is inhumane by any standard. In recent years, UCMs have further become a tool for the United States to swamp foreign enterprises and retard development of other countries in order to maintain its monopoly.
美国居然敢称自己致力于保障个人权利，那么不能呼吸的“弗洛伊德”们的权利在哪里？在疫情期间死亡的60万美国人的权利在哪里？挣扎在贫困中的美国人的权利在哪里？被监禁在移民拘留中心的儿童的权利在哪里？有关国家在美军狂轰乱炸中家破人亡的平民的权利在哪里？在美单边强制措施伐害下食不果腹、奄奄一息的有关国家民众的权利在哪里？被美国肆意诬陷和制裁的国家民众、企业员工的权利在哪里？请美国向世界好好回答这些问题！
If the United States dares to claim that it is committed to protecting the rights of individuals, then how about the rights of those “George Floyds” who could not breathe? How about the rights of more than 600,000 Americans who died in the pandemic? How about the rights of Americans who are struggling in poverty? How about the rights of migrant children in custody at the U.S. immigration centers? How about the rights of innocent civilians in other countries who lost their lives or families under indiscriminate bombings by the U.S. armed forces? How about the rights of people in other countries who are starving and dying because of the UCMs that it imposed? And how about the rights of people and employees, whose countries and companies are framed and sanctioned by the United States? The United States owes the whole world a serious answer.
促进和保护人权是神圣的事业，国际社会不应允许美国将人权作为工具，编造谎言和虚假信息，对其他主权国家肆意抹黑，干涉内政，破坏稳定，甚至实施非法军事干涉，也不能允许美国借诬蔑攻击其他国家，转移国际社会对美严重人权问题的关注。美国必须正视并立即纠正自己在人权领域种种恶行，放弃霸权霸凌心态，改变单边和强权政治做法，摒弃将人权作为政治工具的恶习，在平等和相互尊重的基础上与其他国家开展人权对话和交流，参与多边人权机制工作，以取信于国际社会。如美继续恣意妄为，不能正确认识和切实改正自身人权问题以及长期奉行的错误政策，只会在国际上越来越孤立。
The promotion and protection of human rights is a sacred cause. The international community shall not allow the United States to use human rights as a tool and fabricate lies and disinformation to slander other sovereign countries, interfere in their internal affairs, undermine their stability, or even conduct unlawful military interventions. Nor should the United States be allowed to divert the world’s attention from its serious human rights problems by smearing and attacking others. The United States must recognize its wrongdoings in human rights and take immediate actions to redress them. It must abandon hegemonic and bullying mentalities, and halt unilateral acts of power politics. It must stop using human rights as a political tool, and instead carry out dialogue and exchanges on human rights with other countries on the basis of equality and mutual respect, and take part in the work of multilateral human rights mechanisms, if it intends to win the trust of the international community. Otherwise, it will end up being increasingly isolated in the world.
中国政府坚持以人民为中心，始终将人民对美好生活的往作为奋斗目标。中国人民真正当家作主，享受社会公平正义，享有平等发展机会。中国已全面建成小康社会，消除了绝对贫困，抗疫斗争取得重大战略成果。中国奉行独立自主的和平外交政策，坚持在和平共处五项原则基础上发展同各国的友好合作，尊重各国人民自主选择发展道路的权利，致力于维护世界和平、促进共同发展，推动构建人类命运共同体。美国要拿自己在国内外的人权记录和中国比，应该自惭形秽。
The Chinese government upholds a people-centered approach and takes people’s aspirations for a better life as its goal. The Chinese people are the real masters of their country, enjoying social equity and justice as well as equal opportunities for development. China has succeeded in building a moderately prosperous society in all respects, eradicated absolute poverty, and made major strategic gains in fighting the pandemic. China pursues an independent foreign policy of peace, stays committed to developing friendship and cooperation with other countries on the basis of the Five Principles of Peaceful Coexistence, and respects the right of people of all countries to choose their own development path. China is also dedicated to safeguarding world peace and promoting common development in an effort to build a community with shared future for human beings. The United States should feel ashamed if it attempts to compare its human rights records, domestic and overseas, with China.
