Remarks by Ambassador Dai Bing at Security Council Open Debate on UNAMID

戴兵大使在安理会审议联合国—非盟达尔富尔混合特派团裁撤问题时的发言

I thank Under-Secretary-General Khare for his briefing. All uniformed and civilian personnel of UNAMID have withdrawn as required by the Council resolution. I wish to take this opportunity to pay tribute to all TCCs and PCCs of UNAMID for their efforts and sacrifices.

我感谢哈雷副秘书长所作通报。联合国—非盟达尔富尔混合特派团军警和文职人员已根据安理会决议要求完成撤出。借此机会，我愿向所有曾参与该行动的出兵国和出警国为此作出的努力和付出的牺牲表示敬意。

Since its inception in 2007, UNAMID has played an important role in maintaining security and stability in Darfur, Sudan. As the first innovative UN-AU joint peacekeeping operation, UNAMID is a success story of UN’s exploration for agile and diverse ways of supporting regional organizations in maintaining peace and security. China hopes that the UN will take stock and looks forward to the Secretary-General’s assessment report to be submitted at the end of October this year. It is hoped that UNAMID will complete its liquidation process, including asset liquidation, methodically in accordance with the financial regulations and rules of the UN, and avoid asset loss and improper disposal.

联非达团自2007年设立以来，为维护苏丹达尔富尔地区安全稳定发挥了重要作用。作为联合国与非盟合作开展维和行动的首次创新尝试，联非达团对联合国探索以灵活多样方式支持区域组织维护和平安全提供了成功范例。中方希望联合国梳理总结经验，并期待秘书长今年10月底就此提交评估报告。希望联非达团根据联合国财务条例要求，按规定有序完成联非达团资产等清算工作，避免出现资产流失和不当处置。

The Darfur region of Sudan stands at a critical stage of transition from peacekeeping to peacebuilding. The sovereign council and transitional government of Sudan are actively implementing the Juba Peace Agreement, and have taken a series of pragmatic steps to maintain security and stability in Darfur. The inter-communal violence in Darfur needs to be addressed through a holistic approach involving mediation and reconciliation. The international community and the UN country team in Sudan can assist and support the displaced persons affected by violence and conflict.

苏丹达尔富尔地区正处在从维和向建和过渡的关键阶段。苏丹主权委员会和过渡政府积极落实朱巴和平协议，并为维护达尔富尔地区安全稳定采取了一系列务实举措。对于达尔富尔地区的族群暴力事件，需要综合运用斡旋、和解等手段予以应对。国际社会及联合国系统驻苏丹国家工作队可为受暴力冲突影响的流离失所人员提供援助和支持。

The Sudanese government bears the main responsibility of protecting civilians in Darfur. Following the withdraw of UNAMID, the UN Integrated Transition Assistance Mission in Sudan can, per its mandate, help the Sudanese government improve its ability to protect civilians, and provide necessary support to the government in implementing its national plan for civilian protection and strengthening its security capacity building. The Security Council should be mindful of the impact of arms embargo on the government’s protection of civilians, and should devise and take concrete measures to eliminate such impact.

苏丹政府承担着保护达尔富尔地区平民的主要责任。联非达团撤出后，联合国苏丹综合过渡援助团可根据授权，帮助苏丹政府提升保护平民的能力，为苏丹政府落实保护平民国家方案、加强安全能力建设提供必要支持。安理会要重视武器禁运对苏丹政府保护平民的影响，并研究采取切实措施予以消除。

To achieve security and stability in Darfur, it is imperative to address both the symptoms and root causes of violent conflicts by growing the economy and improving people’s livelihood. Due to the impact of COVID-19 and natural disasters, the security situation in Darfur remains precarious. The international community should scale up its support and investment in the peacebuilding efforts in Darfur, help improve Sudan’s country-owned development capabilities, properly handle major inducing factors of violent conflict such as land distribution, and effectively improve local livelihoods.

实现达尔富尔地区安全与稳定需要标本兼治，通过发展经济和改善民生消除暴力冲突根源。受新冠肺炎疫情、自然灾害等因素影响，达尔富尔地区安全局势仍十分脆弱。国际社会应加大对达尔富尔地区建设和平努力的支持和投入，协助提升苏丹自主发展能力，妥善处置土地分配等诱发暴力冲突的突出问题，切实改善当地民众生活。

Since 2007, China has been engaged in UNAMID as one of the first countries to contribute peacekeepers to the mission. In the past 13 years, around 5,000 Chinese peacekeepers have actively performed their duties. Two peacekeepers paid the ultimate price for peace and stability in Darfur. China stands ready to work with the rest of the international community in a continuous effort to play a positive role in building peace in Sudan.

中国自2007年起参与联非达团行动，是首批向联非达团派出维和人员的国家。13年来约5000名中方维和人员积极履行授权，2名维和战士献出了宝贵的生命，为维护达尔富尔地区和平稳定作出了贡献。中方愿与国际社会共同努力，继续为苏丹建设和平发挥积极作用。
