On June 23, President Xi Jinping, President Cyril Ramaphosa and other heads of state of the BRICS countries gathered to steer the BRICS cooperation and build consensus on promoting enduring peace and common development of the world. Among many highlights of the Summit, eight practical outcomes will, in particular, benefit South Africa and bring new opportunities for the development and rejuvenation of the African continent.
时隔5年，金砖合作的时针又一次指向“中国时刻”。6月23日，习近平主席、拉马福萨总统等金砖五国元首齐聚一堂，为深化金砖国家合作、促进世界持久和平与共同发展举旗定向、凝聚力量。峰会亮点纷呈，其中“八大务实成果”惠泽南非，也为非洲大陆的发展振兴带来新机遇。
First, build a new platform to bridge the vaccine divide. The BRICS Vaccine R&D Centre will be launched to serve as a comprehensive platform for joint R&D and production of vaccines for developing countries. Support will be provided to different countries, especially developing countries, to strengthen their capacity building in the local production of vaccines and other health tools. International institutions and philanthropists are appealed to procure vaccines and booster shots from developing countries, including African countries, to help preserve their vaccine production capacity. This is critical to building the resilience of Africa’s health systems and improving their capacity to respond to new variants and future health emergencies, including pandemics.
一是搭建弥合疫苗鸿沟新平台。启动“金砖国家疫苗研发中心”，搭建辐射发展中国家的联合研发和生产综合平台，支持各国特别是发展中国家加强能力建设和疫苗及其他健康工具的本地化生产，呼吁国际机构和慈善人士从包括非洲国家在内的发展中国家生产商采购疫苗和加强针，确保其疫苗生产能力得以保存。此举对打造非洲卫生体系韧性，提高应对新变种及未来包括大流行病在内突发卫生事件的能力至关重要。
Second, introduce a new plan to ensure food security. The BRICS reached for the first time a food security cooperation strategy and established a forum on agricultural and rural development, which is a practical action taken by the five countries to stabilise global food production and a positive contribution to global food security governance. The total grain output of BRICS countries accounts for about one-third of the world’s total. To strengthen agricultural cooperation among BRICS countries and promote sustainable agricultural and rural development in our five countries, we will lay a solid foundation for solving world food security issues and ease the possible food crisis in some African countries.
二是出台保障粮食安全新方案。达成首份《金砖国家粮食安全合作战略》，成立“农业农村发展论坛”，这是五国稳定全球粮食生产的务实行动和对全球粮食安全治理的积极贡献。金砖国家粮食总产量约占全球的三分之一，致力于加强金砖国家农业合作，促进五国农业农村可持续发展，将为解决世界粮食安全问题奠定基础，缓解非洲一些国家可能发生的粮食危机。
Third, manage new forms of business in the era of the digital economy. The BRICS countries have reached a digital economy partnership framework and put forth a cooperation initiative on the digital transformation of the manufacturing industry. Sub-Saharan Africa is the world’s fastest-growing region in terms of the communications industry. South Africa has integrated the digital economy into its national development strategy, and many African governments are actively creating an enabling environment for the development of e-commerce and the digital economy. The BRICS countries and African countries will work hand in hand to embrace the Fourth Industrial Revolution and realise leapfrog development.
三是把握数字经济发展新业态。达成“金砖国家数字经济伙伴关系框架”，发出“金砖制造业数字化转型合作倡议”。撒哈拉以南非洲地区是全球通讯行业发展最快的地区，南非已将数字经济纳入国家发展战略，很多非洲国家政府正积极营造有利于电商和数字经济发展的环境，金砖国家与非洲携手迎接第四次工业革命浪潮，共同实现跨越式发展。
Fourth, tap new potential for technological transformation and upgrading. We will establish the BRICS Technology Transfer Center Network, hold the Big Data Forum for Sustainable Development, and establish the BRICS Aerospace Cooperation Mechanism, to expand new frontiers in science and technology cooperation among the five countries and jointly build a science and technology “toolbox” to address the current global risks and challenges. Africa, with its pressing need and huge potential for sustainable development, can work with BRICS countries to make full use of scientific and technological innovation and big data technologies to advance the UN 2030 Agenda for Sustainable Development and achieve national economic transformation and upgrading and high-quality development.
四是发掘技术转型升级新潜力。建立“金砖国家技术转移中心网络”，举办“可持续发展大数据论坛”，建立“金砖国家航天合作机制”，拓展五国前沿科技合作新疆域，共同打造应对当下全球风险挑战的科技“工具箱”。非洲具有可持续性发展的紧迫需要和巨大潜力，可充分利用科技创新和大数据技术，与金砖国家携手推进联合国2030年可持续发展议程，实现国家经济转型升级和高质量发展。
Fifth, inject more impetus to economic recovery and growth. The BRICS countries have issued a joint statement in support of multilateral trading system and WTO reform, put forward an initiative on strengthening cooperation on supply chains, signed an intergovernmental agreement on cooperation and mutual administrative assistance in customs matters, and launched an initiative on trade, investment and sustainable development. These efforts are to build the BRICS consensus on upholding the multilateral trading system and improving the formulation of international trade rules to create new growth points for promoting world trade facilitation and economic recovery.
五是注入经济复苏增长新动能。发表金砖国家《支持多边贸易体制和世贸组织改革联合声明》，提出《金砖国家加强供应链合作倡议》，签署《金砖国家政府间关于海关事务的合作与行政互助协定》，发起《金砖国家贸易投资与可持续发展倡议》，凝聚维护多边贸易体制、完善国际贸易规则制定的金砖共识，为促进世界贸易便利化、实现经济复苏提供新的增长点。
Sixth, launch new initiatives to win the fight against corruption. The BRICS countries will further strengthen anti-corruption capacity building through education and training programs under the BRICS Initiative on Denial of Safe Haven to Corruption and strengthen anti-corruption exchanges and cooperation within multilateral frameworks. The first BRICS ministerial meeting on anti-corruption will be held to deepen practical cooperation among BRICS countries in combating cross-border corruption and recovering fugitives and illicit assets. The establishment of a new global anti-corruption governance system by BRICS countries will lay a solid foundation for South Africa and other African countries to eliminate corruption and foster a clean political environment.
六是发起打赢反腐斗争新倡议。通过《金砖国家拒绝腐败避风港倡议》，进一步通过教育培训项目加强反腐败能力建设，并加强多边框架下的反腐败交流与合作。将召开金砖国家首次反腐败部长级会议，深化金砖国家跨境腐败治理、追逃追赃务实合作。金砖国家构建新型全球反腐败治理体系，将为南非和非洲国家割除腐败“毒瘤”，营造风清气正政治生态奠定基础。
Seventh, create a new racetrack for cultivating senior talents. The BRICS countries will set up a vocational education alliance, hold vocational skills contests, BRICS Solutions for SDGs Awards, women innovation contests, and promote the convergence of talent chain, industry chain and innovation chain in five countries, to jointly make positive contributions to coping with challenges in the education field, boosting economic transformation and industrial upgrading, and creating a new era of global development.
七是打造培养高级人才新赛道。建立“金砖国家职业教育联盟”，举办职业技能大赛、可持续发展目标解决方案大赛、女性创新大赛，促进五国人才链、产业链、创新链衔接，将为共同应对教育领域挑战、助推各国经济转型和产业升级、共创全球发展新时代作出积极贡献。
Eighth, put forward new proposals on improving global governance. The BRICS countries have reiterated commitment to multi-lateralism and made it clear that global governance should be more inclusive, representative and participatory so as to facilitate deeper and more meaningful participation of developing countries and least developed countries, especially African countries, in the global decision-making process and architecture, and make global governance more in line with reality. The BRICS appreciates the efforts made by African countries, the African Union and sub-regional organisations in addressing regional challenges, including maintaining peace and security, post-war reconstruction and pursuing development, and calls on the international community to provide continuous support.
八是提出改善全球治理新主张。重申对多边主义承诺，明确提出应使全球治理更具包容性、代表性和参与性，以促进发展中国家和最不发达国家，特别是非洲国家，更深入和更有意义地参与全球决策进程和架构，并使全球治理更符合当代现实。赞赏非洲国家、非洲联盟、次区域组织为应对地区挑战、包括维护和平安全、战后重建和谋求发展所作努力，呼吁国际社会继续提供支持。
We will remain true to our original aspiration and keep our mission firmly in mind, no matter how many thousand miles we have to travel. It is cooperation and development that has given life and prosperity to the BRICS mechanism. And as its institutional building continues to deepen, the BRICS has become the most influential platform for South-South cooperation. After a journey of 16 years featuring fruitful results, BRICS cooperation is now entering a stage of high-quality development, charting a right path of win-win cooperation for BRICS countries, Africa and other developing countries, and the development and progress of mankind.
行程万里，不忘初心。金砖机制因合作而生，为发展而兴，机制建设不断走深，已成为最具影响力的南南合作平台。金砖合作已走过16年历程，取得一系列丰硕成果，正在进入高质量发展阶段，为金砖国家、为非洲等发展中国家、为人类发展进步走出一条相互砥砺、合作共赢的人间正道。
We have every reason to expect that, as South Africa assumes the BRICS rotating chair next year, with concerted efforts and strong support of China and other BRICS members, South Africa will continue the sound momentum of BRICS cooperation, deliver more substantial results in various areas and usher in an even brighter future for the BRICS cooperation mechanism.
我们有理由期待，随着明年南非接棒金砖轮值主席国，在中南及其他金砖成员的共同努力和大力支持下，南非将延续金砖合作的良好势头，推进金砖各领域合作走深走实，迎来金砖机制更加美好灿烂的明天。
