Statement by Ambassador Dai Bing at the Opening of the Main Session of the Fifth Committee of the 77th UN General Assembly

主席先生,

Mr. Chair,


首先祝贺你当选第77届联大五委主席,中方全力支持你开展工作。同时,感谢五委主席团、行政和预算问题咨询委员会以及秘书处为本次会议所作大量准备工作。中方支持巴基斯坦代表77国集团和中国”所作发言,愿补充以下意见:

I would like to start by congratulating you on assuming the Chairmanship of the Fifth Committee. You can count on China’s full support for your work. We commend the work by members of the Bureau, the ACABQ, and the Secretariat for the preparation of this meeting. China associates itself with the statement by Pakistan on behalf of “G77 and China”, and wishes to make the following comments:


在刚刚结束的联大一般性辩论中,各国领导人强烈呼吁加强团结合作,携手应对新冠疫情、粮食问题、气候变化等全球性挑战。坚持多边主义是国际社会广泛共识,加强联合国作用符合会员国普遍期待。中方始终是世界和平的建设者、全球发展的贡献者、国际秩序的维护者、公共产品的提供者和热点问题的斡旋者。我们积极倡导和践行真正的多边主义,积极参与全球治理体系改革和建设,坚定维护以联合国为核心的国际体系,坚定维护以国际法为基础的国际秩序,坚定维护联合国在国际事务中的核心作用。

At the recent UNGA General Debate, leaders around the world strongly called for greater unity and cooperation in addressing global challenges such as the COVID-19 pandemic, food security, and climate change. Multilateralism remains the broad consensus of the international community, and a stronger role of the UN meets the expectation of all Member States. China has always been a builder of world peace, a contributor to global development, a defender of the international order, a provider of public goods, and a mediator of hot-spot issues. We always promote and practice true multilateralism, remain actively engaged in the reform and improvement of the global governance system, and firmly uphold the UN-centered international system, the international order underpinned by international law, and the UN’s central role in international affairs.


财政是联合国治理的基础和重要支柱。维护联合国作用需要所有会员国都以负责任的态度履行各自应尽义务。当前联合国财政状况仍令人堪忧。尽管广大会员国一再呼吁,秘书长多次致函会员国表达关切,但个别主要会费大国仍然长期欠费,这是造成联合国流动性危机的主要原因。中方一向积极履行对联合国各项财政义务,已缴清今年会费。我们呼吁会员国特别是会费大国及时足额向联合国缴费,以实际行动兑现承诺,保障联合国正常开展工作并履行授权。

Finance serves as the foundation of and an important element underpinning the UN governance. To maintain the role of the UN, all Member States must shoulder their responsibilities and fulfill their obligations. The current financial situation of the UN remains worrying. Despite repeated calls by most Member States and the Secretary-General’s letters to Member States expressing his concerns, one major contributor still has long-time arrears, which is the main cause of the UN’s liquidity crisis. China, as always, actively fulfills its financial obligations, and has fully paid the assessments to the regular budget this year. We call on Member States, especially major contributors, to fulfill their financial obligations on time and in full. Member States should translate their promises into actions, to ensure the UN’s work and mandate implementation.


本届五委常会将审议多项重要议题。中方呼吁各方坚持广泛协商,谋求合作共赢。方案计划要始终坚持会员国主导地位,充分反映会员国利益与合理诉求。方协会的作用只应加强、不能削弱,各主要委员会要发挥应有作用。方案预算要保持合理规模,优先保障发展领域资源,不断强化全面预算绩效管理,切实节支增效,管好用好会员国的每一分钱,同时要严肃财政纪律,及时处理存在的问题。各机构、各部门应聚集核心职能,避免不必要的扩张和职能重叠,防止影响效率,更要避免造成浪费。

Several important items will be reviewed during this main session. We call on all parties to have broad consultations, and strive for win-win cooperation. China believes that program planning should adhere to the Member States-driven principle, and take into account the legitimate interests and aspirations of Member States. The function of the CPC should only be strengthened, not weakened, and relevant Main Committees should play their due roles. Program budget should be maintained at a reasonable level, and sufficient resources should be guaranteed for development as a priority. The Secretariat should improve comprehensive budgetary performance, enhance cost-saving and efficiency gain, strengthen budget discipline, address existing problems in a timely manner, and make sure that every penny from Member States is well-managed and well-spent. The UN bodies and departments should focus on their core functions, and avoid unnecessary expansion and duplication of mandates to ensure efficiency and prevent waste.


关于试行年度预算,中方认为预算模式应当科学合理,切实有助于提高预算编制的准确性和稳定性,促进预算及方案的落实和绩效。改革不能急于求成,中方支持深入评估年度预算改革试行期间的实际成效,充分对比年度预算和其他预算模式的优缺点,全面分析改革的其他潜在影响。

On the trial period of annual budget, China is of the view that the budget modality should be scientific and reasonable. It should effectively improve the accuracy and stability of budget preparation, and promote the implementation and performance of the budget and programs. The reform cannot be rushed. China supports an in-depth evaluation of the performance of the annual budget reform during the trial period, and a full comparison of the advantages and disadvantages among the budget modalities. We also support a comprehensive analysis of other potential impacts of the reform.


审计委员会作为最重要的外部审计机构,要发挥其独立监督职能。有关方面应认真汲取联合国项目事务厅财务违规问题的教训,有针对性采取措施,加强财务管理和监督问责,防止类似事件重演。关于建和融资问题,要厘清建和基金授权,加强对其管理和会员国的参与,要重视非洲国家在建和问题上的关切。联合国还应继续采取切实有效措施,增加发展中国家在秘书处职员中的代表性,以更大力度解决代表性不足国家的关切。

As the most important external auditing body, the Board of Auditors should play its role of independent oversight function. Relevant bodies should draw lessons from the financial irregularities of the UNOPS, strengthen financial management and oversight accountability, and prevent similar problems from recurring. On peacebuilding financing, we should clarify the mandate scope of the Peacebuilding Fund, and strengthen its management and the participation of Member States. In this regard, the concerns of African countries need to be fully taken into account. The UN should also take more effective measures to improve the geographical representation of developing countries in the Secretariat, and properly address the concerns of underrepresented countries.


中方愿一如既往本着建设性姿态参与本次会议各项讨论和磋商,支持主席开展工作,同各方一道共同推动会议完成既定议程,实现预期目标。

The Chinese delegation will always constructively participate in the discussion and consultation of various items, and support the Chair’s work. We will work with all parties to ensure the completion of the agenda and the delivery of expected outcomes.
