耿爽大使在安理会中非问题公开会上的发言

Remarks by Ambassador Geng Shuang at the UN Security Council Briefing on the Central African Region

主席先生：

Mr. President

 

我感谢鲁格瓦比扎特别代表的通报，欢迎中非外长拜波和卢旺达代表出席会议。

I thank SRSG Valentine Rugwabiza for her briefing. I welcome the presence of the Foreign Minister of Central African Republic (CAR) Sylvie Baïpo Témon and the representative of Rwanda.

 

当前，中非政治安全形势总体向好，和平进程不断推进，同时仍面临不少困难和挑战。国际社会要在以下方面加大支持力度：

CAR’s political and security situation is improving on the whole, and the peace process is moving ahead. Yet many difficulties and challenges remain. The international community should scale up its support in the following areas.

 

一、加快落实《和平协议》。中方欢迎中非政府积极落实“共和对话”成果，在同武装团体对话、推动全面解武方面展现积极姿态，着力重振和平进程。中方赞赏卢旺达、安哥拉等域内国家发挥的积极作用，支持大湖地区国际会议组织加强同中非政府沟通协调，结合中非优先事项和需要，共同落实《和平协议》“路线图”。国际社会在为中非和平进程提供帮助的同时，要尊重中非主权和主导权，支持中非人民自主选择符合本国国情的发展道路。

First, accelerating the implementation of the peace agreement. China is pleased to see that the government has been actively implementing the outcomes of the Republican Dialogue, showing a positive attitude in dialogue with armed groups, promoting comprehensive disarmament, and striving to revitalize the peace process. We appreciate the positive role played by Angola, Rwanda, and other countries in the region. And we support the efforts of the International Conference on the Great Lakes Region (ICGLR) to strengthen communication and coordination with the CAR government and jointly implement the Joint Roadmap for Peace in light of the priorities and needs of the country. While helping the peace process, the international community must respect the sovereignty and ownership of the CAR and support its people by independently choosing the development path that suits its national conditions.

 

二、加强安全能力建设。近一段时间以来，中非政府积极部署安全力量，国内安全形势不断改善，武装团体活动范围持续缩小。事实表明，只有建立专业、高效、强有力的安全部门，才能有效应对安全威胁。图瓦德拉总统不久前发布国家安全政策和安全部门改革战略，国际伙伴和联中团要为这一政策和战略的落实提供支持，帮助中非提升自主维稳能力，尊重中非开展对外安全合作的权利。安理会制裁措施仍对中非安全能力造成影响，应完全取消。

Second, strengthening security capacity building. Recently, with the government’s active deployment of security forces, the security situation throughout the country has seen continuous improvement, and the scope of activities of armed groups continues to shrink. Facts have shown that only by establishing a professional, efficient, and strong security sector can it be possible to deal with security threats. President Faustin-Archange Touadéra has recently endorsed the new national security policy and the draft national security sector reform strategy. The international partners and MINUSCA should provide constructive support for implementing this policy and strategy, help the country improve its capability to maintain stability independently, and respect its right to engage in security cooperation. Sanctions imposed by the Security Council still impact the country’s security capabilities and should therefore be lifted entirely.

 

三、加大建设和平力度。中非财政紧张，能源粮食短缺，经济民生形势严峻，全国60%的人口需要人道援助，地方选举、解武复员等方面工作也需要大量资金。中非当前的和平成果来之不易，国际社会的支持不能松劲。有关国家和国际组织要尽快恢复援助，帮助中非纾解经济和人道困难。国际社会要加大对中非发展领域投入，帮助中非提升内生发展动力，把资源优势转化为发展优势，打破“因贫生乱”、“因乱返贫”的恶性循环。

Third, enhancing efforts for peacebuilding. The CAR is facing serious financial constraints, energy and food shortages, as well as challenging economic and livelihood situations. 60% of its population needs humanitarian assistance. Local elections and the DDR process also require massive financial resources. Current peace in the country is gained though hard efforts, and the international community’s support cannot relax. Relevant countries and international organizations should resume aid as soon as possible to help the government address its economic and humanitarian difficulties. The international community should increase investment in CAR development, help enhance endogenous development momentum, turn the resource endowments into development advantages and break the vicious cycle whereby poverty begets instability, and instability sends people back to poverty.

鲁格瓦比扎特别代表领导联中团同中非政府加强沟通协调，积极主动应对安全威胁，《部队地位协定》落实情况不断改善，特派团顺利履职取得积极进展，有关做法值得推广借鉴。中方将继续支持联中团和特别代表工作，也希望他们在推动中非和平进程方面发挥更大作用。

Under the leadership of the SRSG Valentine Rugwabiza, MINUSCA has strengthened communication and coordination with the CAR government and actively responded to security threats. The implementation of the Status of Forces Agreement continues to improve, and the MINUSCA has made positive progress in successfully discharging its duties with practices worthy of replication. we will continue to support the work of the MINUSCA and the SRSG Valentine Rugwabiza and hope they will play more significant role in promoting the peace process in the country.
